The strategy advances three mutually reinforcing pillars: Building People (a transparent, performance-based volunteer ecosystem where recognition is earned), Building Force (technology-centred CAF recruitment with modernized pensions and youth pathways), and Building Spirit (a confident culture rooted in First Nations heritage and open to every community, with a neutral public square for all faiths). Success looks like participation becoming identity, stronger CAF capability, newcomers integrating in both rights and responsibilities, and rising trust in institutions.
